The Danish public research and innovation system can be divided into agents that carry out research, including universities and other education and research institutions, and agents that finance research, including public and private foundations and the Ministry of Higher Education and Science.
In the public sector, research and innovation is performed by a number of agents, including:
Research at the public Danish research institutions is financed by the State through basic funds in the Finance Act and external funds, primarily from public and private foundations and the EU. Furthermore, universities receive funds from other sources to finance special research programmes, research contracts, or participation in research cooperation with Danish or foreign partners.
The Ministry of Higher Education and Science grants funds for research through the Finance Act, including annual agreements on the research reserve, under which funds are earmarked within a number of thematic areas.

Private companies and a number of private foundations also fund a major part of research and innovation performed, among others, at universities.
Funding can be applied for through various research and innovation programmes.
